Both bills seek to address the 2011 removal of the public pension tax exemption under then-Governor Snyder, though they take different approaches.
The Senate bill seeks to restore the full tax exemption for public pensions and creates new deductions for other retirement accounts such as 401(k)s, IRAs, and annuities. The bill would exempt public pensions entirely from state income tax and offer limited exemptions on earnings from other pension and retirement accounts. According to fiscal analysis, the lost tax revenue is projected to exceed $500 million annually.
The House bill takes a phased approach over four years, with older seniors able to access greater deductions under a tiered system segmented by age. The estimated annual revenue impact is approximately $450 million after full implementation. The key difference is that the Senate bill offers immediate, broader relief while the House bill phases in benefits more gradually.
